With nearly two decades of experience working with state elected officials, government agencies and participants in the legislative process, Catharine offers clients a unique perspective. She is well-versed in public policy, government relations, and advocacy campaigns. Catharine started her career conducting non-partisan research for the Pennsylvania General Assembly before joining the Association of Independent Colleges and Universities of Pennsylvania, where she assisted in representing the interests of private colleges and universities within the Commonwealth. She went on to work for a government relations firm where she developed successful legislative strategies and lobbied the Pennsylvania General Assembly and agencies on behalf of clients in industries including healthcare, insurance, transportation, and gaming. In addition to helping the firm’s clients navigate the complex legislative process, Catharine ensures our clients are current on the latest happenings n Pennsylvania politics.

More About Catharine

Erik Ross brings over 30 years of experience in state government and lobbying to Milliron Goodman. He specializes in state government relations with a focus on transportation, energy, environmental, and public utility issues in one of the most innovative regulatory environments in the country. His duties include lobbying members and staff of the Pennsylvania General Assembly, executive departments, and regulatory agencies on behalf of clients. In addition, he serves as a liaison between clients and state government officials and assists in the drafting or amending of legislative and regulatory proposals.

Erik’s public sector experience includes positions as Research Analyst to the Chairman of the Senate Majority Policy Committee and Senate Environmental Resources & Energy Committee; and Legislative Assistant and Executive Assistant to the Pennsylvania Senate Majority Whip Mike Fisher from 1989 to 1993. His duties included management of legislative/policy development; drafting legislation, amendments, and correspondence; assisting the Majority Whip on the Senate floor; and assisting the Senate Majority Leader’s staff on caucus-related projects.

With over 25 years of government experience, Mark brings a wealth of knowledge and a broad network of leadership that spans both sides of the aisle and beyond Harrisburg.

Most notably, Mark served as Chief of Staff for a decade to Pennsylvania State Senate Majority Leader, managing operations of the Leader’s staff and offices. He helped with the advancement of the majority caucus agenda by serving as the chief point of contact between the Majority Leader, Legislators and the Governor’s office; providing oversight and guidance on legislation, the budgetary process, communications, and policy initiatives.

Prior to serving in the Majority Leader’s office, Mark was the Executive Director of the Senate Transportation Committee and Senate Law and Justice Committee.

Additionally, Mark started this career working as regional representative to U.S. Senator Arlen Specter in Southwestern PA.

He has a Bachelor of Arts degree in Political Science from Westminster College and a Masters of Public Policy and International Affairs from the University of Pittsburgh.

Resides with his family in Lewisberry, PA.

Kerry is responsible for client advocacy and implementing various legislative strategies in the Capitol. She embraces the fact that success for each client often requires a unique and frequently-evolving strategy. When she’s not in the Capitol meeting with legislators and staff, she can be found a few blocks away at the Milliron Goodman office, drafting legislation, amendments, and issue papers, and organizing annual advocacy days for various associations.

During her tenure at Milliron Goodman, she has developed a strong affinity for being the voice for her clients and providing legislators and staff with various client perspectives to consider in their policymaking process.

Prior to becoming a registered lobbyist, Kerry acquired a wide range of experience in the public sector, at both state and local level offices, including the York County District Attorney’s Office, the Republican Party of Pennsylvania’s Harrisburg and York offices, and Majority Whip’s Office.

Brett is responsible for advocating and advising clients in the public and private sectors by connecting them with decision makers and helping them navigate the complex government infrastructure and regulatory agencies to meet their goals. Brett has been involved in state government his whole career. He started in the House of Representatives before moving into the government affairs profession. He worked as in-house representation for a telecommunications company before joining the Milliron & Goodman team.

 

Brett's years experience in both the public and private sector give him a unique perspective on how to get things done in Harrisburg. It is this experience and the relationships he has developed in that time that allows Brett to deliver for clients.

Patricia Mackavage, known as Patty, is a Senior Associate within the firm. Patty represents clients' interests before the Pennsylvania legislature, executive branch, and local governments. While she advocates for a wide range of issues, her areas of expertise lie in the state budget process, public finance, economic development, and healthcare.

 

With extensive experience in Pennsylvania's legislative landscape, Patty served as deputy secretary for legislative affairs under Governors Rendell and Schweiker. In this role, she acted as a liaison between the governor’s office and the state General Assembly, negotiating legislation, public policy, capital projects, and addressing constituent concerns. Patty worked closely with state House and Senate leaders, coordinating the development and introduction of legislation for 15 executive branch departments, including the Department of Revenue, Liquor Control Board, Department of Transportation, Turnpike Commission, Department of Environmental Protection, Department of Public Welfare (now Human Services), and the Department of Labor & Industry. Patty held the roles of secretary, acting secretary and deputy secretary for legislative affairs under Governor Mark Schweiker. During Governor Ridge’s administration, she served as legislative director and assistant legislative director for the Department of Revenue.

 

Patty also worked as a senior lobbyist for another government relations firm, where she lobbied the Pennsylvania General Assembly and developed legislative and procurement strategies for clients in transportation, technology, financial services, gaming, liquor, healthcare, and local governments.

 

Patty has been recognized for her influence, being named one of the most politically influential Pennsylvanians in 2017, 2018, 2021, 2022, and 2023. This prestigious list highlights leaders from various sectors, including government, business, philanthropy, and labor. Patty, when not advocating state government, enjoys spending time with her family.

Ron Boston is a Senior Associate within Milliron Goodman. In this role, Ron helps clients navigate the complexities of state government. Throughout his career, Ron has cultivated strong, personal relationships with staff from all four legislative caucuses and every level of the executive branch. He has worked with a diverse range of clients, both for-profit and non-profit, with a primary focus on Energy, Economic Development Financing, Labor, and Agriculture.

 

Before joining Milliron Goodman, Ron has previously lobbied and served as the Legislative Director for the Pennsylvania Department of Community and Economic Development (DCED). In this capacity, he worked closely with the Governor’s office and the legislative caucuses to pass the $2 billion Economic Development Stimulus Legislation under Governor Ed Rendell. He also led DCED's collaboration with key staff members from the Commonwealth Finance Authority (CFA).

 

Earlier in his career, Ron worked within the General Assembly in various roles, culminating in his position as Executive Director of the Northeast Delegation. In this capacity, he coordinated regional legislative activities, staffed committee meetings in Harrisburg and Northeastern Pennsylvania, and managed funding opportunities for delegation members.

 

Most recently, Ron served on the Public Works Transition Team for Harrisburg Mayor Wanda Williams and as Chair of the Community and Economic Development Committee. He has also held leadership positions within the Olde Uptown Harrisburg Neighborhood Association, where he served as Chair of the Public Safety Committee.

 

Ron holds a Master of Public Administration (MPA) from Penn State University and a Bachelor of Arts in Political Science from Dickinson College, where he graduated magna cum laude and was inducted into the Phi Beta Kappa national honors fraternity.

 

Melanie Greene oversees the administrative support for the firm’s team. Melanie has been with Milliron Goodman for over eight years, focusing on PAC accounting and compliance as well as planning advocacy events both large and small.  In total, Melanie has over 35 years of experience including public accounting, membership administration and event planning. As part of her role, Melanie now leads the Milliron Goodman Association Management division.

Melanie excels in organizing “things,” including people, staff, documents, and finances. Each association client requires similar efforts to support their governing body in their leadership goals, but they also must have a personal focus to ensure that specific objectives are met. Melanie listens and helps define the vision for the association whether it may be greater engagement by members, preserving professional standards or producing a great annual event. Long-term goals are met by daily decisions and she maximizes efficiency and ensures the clear, concise communications to clients, legislators and staff.

Aimee oversees the operations and administrative support for MG’s association management clients as well as government relations clients. She is experienced in Association Management Operations and Donor Relations with a demonstrated history of working in the Development industry. Skilled in Database Administration and Management she ensures clean data with exceptional attention to detail. Aimee is a strong community and social services professional with a vast knowledge of non-profit organizations.

Before joining Milliron Goodman, Aimee worked as a Data and Quality Manager at a medical organization, where she helped manage multiple associations. Aimee also has experience working at a large foundation and local physical therapy practices.
